The mandatory update thing is to patch a problem with Adobe's security certificate (this is not the fault of the ColdFusion development team but of the top-level Adobe security certificate process) which then allows you access to the rest of the ColdFusion 10 updates.  Adobe rebuilt the installers already to integrate a previous mandatory update, but a new mandatory update came out after that.

 

And while it would be nice if Adobe reissued installers after each update comes out, that is not really feasible.  They would have had to do that 15 times to date (counting 13 updates and two mandatory certificate updates).  How would people keep track of which version of the installer they had?  And if an update breaks a previously working build (which has happened), how could people revert back to a previous build to at least be functional until the broken update is fixed?

 

Anyway, now that you have installed the mandatory update, follow Anit's instructions to remove the IIS connector, and re-enable the internal port so you can access the CF Administrator using the built-in web server.  Then apply the latest update (update 12 is the latest that is relevant to Windows as update 13 only fixed a Mac OSX issue).  This will include a bunch of web connector fixes.  Once update 12 is installed, run the Web Server Configuration tool to reconnect IIS.
